Coordinator services agreement (the DOMA model)
Договор на услуги координатора (схема DOMA) · Coordinator services agreement (DOMA model since 2026)
Once new PT PMAs stopped being registered under code 68111 in May 2026, a foreign-owned company can no longer act as developer. DOMA restructured, and the investor now signs three agreements instead of one.
- Land lease directly with the Indonesian landowner, in the investor's name, through a notary.
- Construction contract with a licensed Indonesian contractor. Payments of 30/30/30/10 go for completed stages against acceptance acts.
- Coordinator services agreement with DOMA, covering sourcing, document checks, stage and handover control, reports every two weeks and handover to management.
What changes for the buyer. Construction money does not pass through an intermediary, and the lease does not depend on the coordinator company's fate. Warranties, deadlines and penalties are the contractor's obligations under the construction contract. DOMA verifies and polices them but does not issue them in its own name. The questions to ask any seller who "does everything through one company" are in the article on the model change.
