SPPL / UKL-UPL / AMDAL (environmental documents)

SPPL / UKL-UPL / AMDAL (экологические документы) · Surat Pernyataan Pengelolaan Lingkungan / UKL-UPL / AMDAL

In one sentence. Three tiers of environmental approval by project scale. An SPPL statement covers small villas, UKL-UPL mid-size complexes and AMDAL large ones, and one of them is required before the PBG.

Indonesian law requires an environmental document for any construction, tiered by scale and impact (PP 22/2021). SPPL (Surat Pernyataan Pengelolaan Lingkungan) is a management statement for small projects, issued quickly via OSS. UKL-UPL is a monitoring and management plan for mid-size projects, e.g. a 10–20-villa complex. AMDAL is a full impact assessment for large developments.

For a buyer it is part of the developer's package. The Most and Sun Rise projects DOMA runs have an SPPL on file alongside the NIB and zoning materials. A missing environmental document means the PBG was either not obtained or obtained irregularly.

A separate 2026 topic is villa waste rules (sorting, no burning, fines). They do not replace the SPPL but are checked when rental licences are issued.
